Submit as attachment - form gets pasted in the body of email

I created a new form in 2007, then added submit button the following way.

Submit Options:
(Checked) Allow users to submit this form
(Selected) send form data to a single destination - Email
Choose a data connection for submit - Submit

Data Connections: (In wizard)
(Selected) Send the form data as an attachment
(Checked) Attach the form template to ensure that users can open the form

This had worked in the past with other forms. A user submits a form and the
receiver receives a clean email with attached form. Nothing in the email body.

Now, when a user submits, receiver gets an email with the form pasted in the
body of email. When you try to reply or forward this email, it doesn't let
you type in anything in the body, only in the "Introduction" field under the
email addresses. There is an button at the top says "Open Form" but there is
no actual attachment.

I tried saving the form as 2003 version and the new version. It still
doesn't submit as an attachment. Is this something new or am I doing
something wrong?
