Substitution components

I'm still learning Frontpage 2003 - I have a book that suggests you can set
up a text variable in the Web Settings dialog box that will appear on all
pages if you use it as a substitution component. Can someone tell me how to
access this dialog box - I'm either being extremely stupid, or am looking in
the wrong place because I can't find it...

Tools->web settings - Parameters tab
In FP2003, use Site settings instead of Web settings.
