Assuming you used Data -> subtotals to insert your subtotals then you can use
Format -> AutoFormat and select a format that you like... If you did not use
Data -> Subtotals then you can still try autoformats but there is no
guarantee that it will work out correctly...

Thanks. I see some of the autoformat options separate the subtotals with
lines and italic print (like List 3...that may be the best option), but I
don't see one that will shade the entire subtotal rows in my table. I tried
to use a conditional format for a subtotal formula, but no luck. I really
just need to show clear diferentiation between the other figures and
subtotals in the budget column. Any other suggestions?

You could do a pivot table off of your source data instead of subtotals. The
auto formats for pivot tables have some options which highlights subtotals.
You can use Conditonal Formatting but you need to set the formatting for the
entire subtotal area with Formula is =right(A2, 6) = " Total"
