You didn't mention what version of Office/Outlook you are using, so I'll
start with the safe suggestion of trying to do a repair/reinstall of the
Office product via the add/remove programs applet in the control panel.

Does this mean that the repair/reinstall of Office/Outlook 2003 didn't
resolve your problem?
