Outlook and OWA are two different things - OWA should always work unless the
exchange server is down.

did you try a new profile in Outlook?
Detect and repair (if outlook was installed as part of a suite, you can run
detect and repair from and of the applications in the suite)

You may want to try running scanost.exe against your .ost file. If that
doesn't work, then try a new mail profile.

ok sounds like you have an Exchange server, delete your Outlook profile and
recreate it. Before you delete it, make a note of any extra data files
(pst) you may have. You won't lose anything
