Why is this not working, range F3:IV3 has dates and F5:IF5 values?

+SUMIF($F$3:$IV$3,"<TODAY()",F5:IV5)

Try:

=SUMPRODUCT(($F$3:$IV3<TODAY)*(F5:IV5))

(not tested)
