Summary Task % Complete

I would like the percent complete calculations to reflect actual work/total
work for both tasks and summary tasks. Calcs for individual tasks reflect
this, but the rollup does not. I recently moved task properties to fixed
units and non-effort driven, thinking this might result in the % complete
that I'm looking for, but it did not.

What can I do to make % complete equal actual work divided by total work,
across the entire project?
