Summary Task not showing 100% in complete column

Good Day:

I have a templated project plan that I am using and I am having trouble with one of my Summary Tasks not showing 100% complete when all the sub-tasks are at 100%. I am not able to even change the % complete by selecting it.

Any help would greatly be appreciated.
