Say I have a number like this $1.69, how do a superscript the $ leave the 1 normal and superscript & underline the .69 without the decimal?

in the formula select on the parts of this value and apply your
formating to thes string parts

If it's really a number just formatted to show as money, then you're out of
luck.

But if it's text, (start with an apostrophe '$1.69 or format the cell as text,
then type the value), you can do what Frank suggested.

But real numbers and formulas don't support this character by character type of
formatting.
