Surrogate Timesheet button is greyed out [2007]

Hello,

In the My Timesheets page of PWA, the Surrogate Timesheet button is greyed
out while I have the admin permissions.
In the Project Web Access Permissions, the Create Surrogate Timesheet
permission is allowed.
What could be the problem?

Are you in any security Groups other than the Administrators group? If so,
remove yourself from those other Groups and let us know if this solves the
problem.

Dale,
I'm not in any other security Groups other than the Administrators group.
I have a Project Manager (in the Project Managers + Resource Managers
groups) : he can create Surrogate Timesheeets! I'm jealous!
