In the future, please post your Project Server questions in the
microsoft.public.project.server newsgroup as this newsgroup is closing down.
To answer your question, you can create a Surrogate Timesheet on behalf of a
resource who is not able to access their PWA timesheet page for one reason
or another. For example, the resource has been out sick all week and the
company requires the resource to submit at timesheet at the end of the week.
Or a resource is working in the field away from the corporate network and
calls in actuals to you each day, but is still required to submit a
timesheet at the end of the week.

As their Timesheet Manager, you could create a resource on behalf of each of
these two resources and then submit it. For the first resource, you could
create the Surrogate Timesheet, enter 40 hours of Sick Leave and then submit
it. For the second resource, you might enter the Actual Work on tasks
performed by the resource that week, and then submit it. Hope this helps.
