Survey Templates In Sharepoint Workspaces

My PM's are all getting the username/password/domain log in screen when
trying to upload a survey template into their projects' Sharepoint workspace.
I've been reviewing their permissions, they are all set up almost to the
point of being administrators.

What permission setting allows them to upload templates to their Sharepoint
Workspaces?

After playing around with this problem I found a solution, in the Sharepoint
Workspace, perform the following:

Go to Site Settings.....Manage Users
Check if the PM is part of the Web Administrators Site Group. If not, check
the name, go to "Edit Site Groups of Selected Users" and make them an
Adminstrator

Solved the problem I had with all my PM's.
