I would like to create a survey and mail to 150 e-mail addresses. What
Office program would be best to do this with?

Outlook is the application used for e-mail. As for the survey itself you
may want to consider what the recipient use for software

I understand Outlook as the e-mail tool. What I need is a survey tool. Is
there one within the MS Office suite of products that would be useful and not
requiring exchange?

Ok, no exchange means no voting buttons, if they all have word you could
create a check box form. if they don't have word, then perhaps acrobat
forms, or paper as a last resort.
