Switch user and connection is lost for pop

The machine is loaded and the LAN connection is OK. The current user is
closed and the operator changes user and calls up Outlook2003. The
application loads and immediately calls out to check for nes mails. The call
fails in the pop phase. Reapairing the LAN link to the Speedtouch modem and
disabling/re-enabling the link makes no difference. The only way the pop
issue can be resolved is by reloading. Windows XP Media Centre version, SP3.
100 Mbyte LAN link to modem. Symantec Fire Wall.

'reloading' - you mean reboot?
Does internet explorer connect when this happens?
And if all of Symantec (corporate?) is turned off?
