Switchboard wizard won't open, and reinstall doesn't work

Switchboard Wizard Problem

I'm getting an error that says there's a problem with the switchboard wizard
or the syntax in the Declarations of the Visual Basic module.

Reinstalling does NOT fix the problem, but it is the only solution
suggested. Any other solutions out there?
