Symbols in MINCHO only???

I'm using Office 2002 on XP Home. When I insert the "not equals" sign using the Insert Symbol dialog box, all is ok. When I set a shortcut to insert it, it inserts it in MSMincho font. I want it to be in the regular font, and yes, the symbol exists in the font I'm using (Palatino Linotype).

What's going on?
