Symbols Won't Load!

I have re-installed Office XP twice now and received all
Office XP updates from the website, yet I still cannot
get Word to open up a symbols chart...nor can I use the
customize feature. Each time I click on INSERT in the
toolbar in Word and then SYMBOLS, nothing
happens...someone please help me! I need this feature for
my foreign language courses!
