Sync to Protected Actuals does not stick

2003, managed time periods.
Open a project and the *total* Actual Work = Actual Work Protected
Breakout actuals by quarter, Actual Work <> Actual Work Protected
Sync to Actuals, Actual Work = Actual Work Protected in all quarters
Save the project, close the schedule
Re-open and it's out of sync again...
Breakout actuals by quarter, Actual Work <> Actual Work Protected

Why, after I sync to protected actuals does the Actual work revert after
I've saved and re-opened the schedule??
