Synchonizing subwebs

We are using Project Server 2002 with STS. Do we need to Synchronize a
subweb manually every time we add a new resource to a project file or is
it automatic?

Dave:

It's supposed to be automatic when you publish an assignment to the
resource, not simply add them to the project. Sometimes you need to
synchronize.

Do you have a definitive bottom line on what is
communicated between Project Server and STS? For example:

Where are the lists for the Assigned To and Issue Owner
fields populated from?
Does every publish action cause the user resync to happen
or just certain ones?
Does a resource have to be added to a task in order to see
the subweb or simply added to the project team?

We're trying to get to the bottom line of how STS should
work.....then we'll start trying to figure out if we're
seeing abnormal behavior.

I don't have definitive answer for you except that the assigned to list is
populated based on who has published assignments in the project.
Does every publish action cause the user resync to happen

Both and you must also assign them a task.
