Synchronization with mobile phones

I use Bluetooth to transfer contacts between my phone and Outlook XP.
I always get the security block pop-up when I try to sync the data.

How can I set permissions to always allow my phone to communicate with
Outlook XP?

There are no permissions to set. It's up to the phone synchronization
software to avoid Outlook security prompts.
