Syntax for conditionals IF()

When adding a formula to a field you have the option of
selecting an IF() funciton. I can not find the complete
syntax for this particular instance of the IF(). It does
not appear to follow the If used in merge fields or any
other alternate systax that I am aware of.

I am thinking I can use this to place a default value into
the cell if nothing is there. If cell is empty replace
with a 0.
