System Administration Error

Outlook is my default email program. If I write an email without outlook
being open, then open it and try to send the email, it tells me that I must
check for new messages before I send them. Is there anyway to store outgoing
messages then send them AFTER I've checked for new messages?

Where does 'system administration error' come into it?
Usually if outlook has been set up using defaults it auto sends/receives on
opening, then performs an auto send/receive every 5 minutes

Version of outlook?

If you set it to check every 8 min it should always been authenticated when
you send.
