System error when trying to insert UserForm into VBA

When inserting an userform in VBA in any application that
uses VBA, I get a "System Error &H8007007E (-2147024770).
The Specific module could not be found." How can I fix
this problem? It happens on all three of my computers,
hich have windows 2000 or NT, and have ArcGIS software
(uses VBA also).
