System Restore Tool Issues

I've got XP HE vs2002 SP2. After recently restoring the OS to an earlier date
I have encountered these problems:
1) windows installer keeps popping up on Outlook & Internet Explorer
periodically
2) Word & Excel won't open because the shortcut patches requested aren't
working

Any ideas?

There is no such thing as Office XP Home Edition, so I'm guessing
that "XP HE vs2002 SP2" refers to Windows XP Home Edition with
Service Pack 2. That does not tell me what version of Office you
have. See http://support.microsoft.com/?kbid=295823 "You receive
the 'This patch package could not be opened' error message in an
Office program".
