Tab/Enter key moves to next available cell in protected worksheet

It's not clear whether you are asking a question here, but in a protected
worksheet "Tab" will move to the next unlocked cell, working across the
rows. "Enter" will move to the next cell, whether locked or unlocked,
normally moving down.
