Tab order in Outlook forms

I'm creating a form in Outlook 2002. The tab order skips
some fields. I've tried setting the TabIndex in Advanced
Properties to the order I want, but that doesn't work. The
tab order resets to whatever the original order is. Can
anyone tell me how to set the tab order?
