table and rounded border

Hi,

I am creating a form where i have a rounded border around a table.... the
only problem is, if i add a row to one of the pages, the table shifts, and
the rounded border shifts as well.... is there any way to create a template
where the table and the border do not move?? i want the table to be editable,
but i do not want the border to move!!!

also, in word 2003, is there a way to create a table with rounded corners??
if there isnt, there should be!!!
