Table border error message regarding pt size

When I format the borders on a table I get the error message "The measurement
must be between 1 pt and 31 pt"

I've changed the pt size to 1 but the message still appears.

I'm only having this problem within one document. If I copy the table into
a new document it formats correctly. Unfortunately, I need to keep this
table in this large document.

Anyone have experience or a solution?
