Table of Contents based on Navigation?

When I go to add a ToC page it only lets me do it by secifying a page to start from or some category
type thing. When I want is a Table of Contents Based off the Navigation Structure I have set up.
Basically want to use it as a "Site Map".

I'd want all the items with child pages to Not be Links but to be headers.

Sample of what I want is at http://www.gmar.ws/sitemap2.htm Except I don't want the items that have
child pages to be links at all...

Or do I have to do this by hand?

Set up the TOC using categories. See FP Help for details.
