Table of Contents Creation--Third party software

Does anyone know of any 'table of content' creation software that interfaces
with MS Word?

What is it you need to do that you haven't been able to do with Word's

I have other indices created but i'm trying to create one with the State as
the heading. Im having difficulty because its not the first field--like
property
Property Name State
Zip Code
No. 341 SmithBldg Burlington NJ
3333

No. 342 JohnBldg East Gate Drive NJ
44444


I would like to have it like this

NJ
No. 341 SmithBldg Burlington
No. 342 JohnBldg East Gate Drive
PA
No. 100 Arlington Center
No. 105 Conerton Bldg

Is this an index or a TOC you're trying to generate. This would be fairly
easy for an index.
