Table over background image

I have inserted a full-page graphic in the header of my Word (2003)
document. I am now trying to put a table in the body of the document that
overlays the image and provides for the illusion that a person is filling
out a specific form.

My problem is that when I insert the table Word creates several pages: how
do I position the table so everything stays on a single page? I stumbled
onto the secret once before but for the life of me I can't figure out how I
managed to pull it off.
