Is it possible to have a pre-defined table in a powerpoint master, that is
editable when in a powerpoint slide?

You can "fake this"! Insert a table and add fixed text only. In each cell add
a control text box from the control toolbox toolbar (view > toolbars if its
not visible). Right click the control text box and in properties set
background and border color to the same as the teble fill (white is easiest)
and border style to single. You may want to change the font and forecolor and
also enable multiline and enter key behaviour if you need more than one line.
Be aware that the control text box will show "in front" so make sure it
doesnt mask parts of the table.
