Check Data > Validation.You can specify numbers, lists or text length.

Joe is referring to Excel. What version of Excel are you referring to? It is
under the Data menu in 2003 and the Data tab in 2007.
If you are referring to a Word table, under Table Properties you can
specifiy cell width and row height.
