Yong,
There is no such thing as a tab toolbar. Do you mean your menu "Format" is
no longer complete?

Hi Yong,

If you're referring to the horizontal ruler in Word 2007 it should appear when you move the mouse to just below the ribbon or click
on the 'view ruler' icon on the top of the vertical scroll bar in Word 2007. You can also turn on [x] Ruler in the View tab,
Show/Hide Group.

You can bring up the classic Paragraph formatting dialog that includes the [Tabs...] button at the bottom from the launch button
(bottom right) in the Paragraph group of the Home Tab of the Ribbon.
The Word 2003 keyboard shortcut of Alt,O,P will also bring up the Paragraph/Line Spacing/Tabs dialog. Alt,O,T will take you to just
the Tabs dialog box.
