I'm working with Word 2003. How do I change tab positions for a style as a
whole as opposed to individual paragraphs?

There are a variety of ways. The most direct is to chose Format - Styles and
Formatting - right click on the style of interest, and click Modify... In
the Modify Style dialog box, click Format - Tabs.
