Taking Ownership

I’ve been hired (cheap) as an IS administrator for an Access Database. Cheap
because am not currently qualified. So, I need to take baby steps into this
role and make sure I don’t screw anything up.

I’d like to:
-take ownership of the database
-split up the database and assign privileges, as well as make changes
-be able to monitor current users, and kick off users when I need to

Right now:
-The whole database is on the server
-All users have all permissions
-I only get @ one hour to make changes to the system in the morning before
other users begin to use the system
-If one person forgets to log off in the evening, the system is locked for
editing
-Currently, I am unsure of how exactly the data is stored on the server.

Questions:
-What are the recommended steps for doing the above?
