is there a way to tell outlook in the task list, if you have two tasks, and
one cannot start until the other one is completed. without having to use
Project.

No. The nearest you can get is to Categorise them under the name of the
Project, set Start and Due dates. Show the Timeline View of the Tasks
Folder and maybe even make a view that shows you each project (Category)
separately (group by Category).
