Task reassignment access denied

I am using Project Server 2007.

I log in to PWA as an administrator - go to My Works > My Tasks -
select a task for a project I created (so I am the owner of the
project) - select reassign task - on the task reassignment page,
select a different resource and click Submit - I get a message that
"The selected task(s) could not be reassigned due to the following
reason(s): Access Denied".

Since I am an administrator, I have the reassign task permission (and
all other possible permissions), so why am I getting this error?

Also when I select the project and click the option to "create task
under this project", on the "New Task" page, the project pull-down is
not populated with the selected project's name and the selected
project is not available in the pull-down. Wondering if I am missing
something...

Okay, so I am able to reassign tasks assigned to me, but not to
others. Is this how it is supposed to work that you can send reassign
requests for only tasks assigned to you?

You can only delegate tasks assigned to yourself from your My Tasks page in
PWA. Hope this helps.
