TASK Split and now unchangeable because of locked actual hours

Can anyone provide a solution for this issue, please? I have a
schedule where the PM appears to have run automatic levelling or some
other tweaking that created a split in a task that has nothing
happening for a few months inbetween. I tried to take out the split,
but it always goes back to the split after showing the message that
"Actual hours cannot be updated as we are allowed to update hours only
from the PWA", which is true. I tried delinking, depromoting and
everything inbetween except adjust the actuals to get this to be
normal and it is just not working. Any help is much appreciated.

Is it possible to do the follow?
1. Remove the progress to 0% (please remember the actuals)
2. set the task duration to 0
3. and then back to original duration, this should undo the split.
4. Then update the progress again (based on the actuals reported eariler)
