How can I import tasks from My Tasks into My Timesheet programmatically / PSI
?

Not really easy to do since the PSI doesn't expose task updates in a
non-binary form. The preferred approach is to have users enter data into
the timesheet and then programmatically submit task updates on their
behalf.
