Tasks not appearing in Issues make

Hi,

In Issues Page(New Issue), why does all task of a project
do not appear, even thou the logged in owner owns the
project ? DOes only the user owned tasks will appear the
issues to say, these r affected ? then, y is the option
given to filet form all tasks ?
