Team scheduling

Hello,

I need help setting up our Company's work schedule. We
are a construction company with 14 different crews. These
crews does not interact with Project server this is done
thru the Construction manager of which we have 3.
Presently they use an excel sheet to show who is working
where. By puting a team (foreman's name)in a column by
week.

What do i have to do so that this schedule can be
generated by Project 2002 version along with project
server. Do I have to have project account for each team?
