temp. office files are not deleted

Hi,
We have Windows 2K and Office XP (2002). I found sometime ago that our
My Documents folder gets filled up with temporary Office files, such as
~WRD0004.tmp, 04E83410 or ~$liver.doc, that are not deleted. Normally, I
know that I can manually remove all of them when Office is not running.
However, in this case, I get the message "Access denied. Object is in
use." whatever I try to do, even if I start the computer in Safe Mode.
Is this a virus, or a security/sharing issue?
Could you please provide some input how I can solve this problem and
delete all those files?
