Sorry. Not comments. These are instructions for completing the templates or
changing them. Unlike comments you don't have to request to see them, they
are simply there when the mouse moves over a certain area of the template.

Probably these are Data Validation input messages.
You can delete them through selecting cells and Data>Validation>Clear All
