Templates in Project Server 2007

As I know a workspace is created along with project creation in Project Pro
2007. Is there any possibility to automatically assign a set of workflows
for new project workspaces?
I tried to do it through template creation wich hase assigned workflows but
can not explain how to use this template for workspaces by default.
