Does the program come with templates and is there a site where there are
templates for InfoPath. Example for the HR Industry?

There are built-in samples that come with InfoPath and there are additional
samples here:

Do we have to purchase sharepoint services?

No - it comes with Windows 2003 Server. Now depending on the version of
2003 server you have (i.e. Enterprise, Standard, etc.) you may need to
download it from our web site. If so, you can get it here:
