test acct ok - still no send button

I am helping a friend configure OL2003 with a new dial-up
service. I have entered the email info correctly and
tested the account settings while connected. There is
only one email account.

All the tests run OK, but there is still no send/receive
button available on the OL toolbars or menus. I've
restarted OL and also rebooted.

Any ideas?
