I need place a picture inside the outlined area that it
precisely covered this outlined area. I use text box, then
I insert a picture into text box.
The picture is smaller(or larger) than the required area.
Does the text box have automatic picture resize feature,
so I dont need resize picure(drag picture), since text box
itself resize the picture for the necessary size? Or I
need resize picture first? What's better?

Have you tried doing this? If you had, you would see that yes, Word resizes
the picture to fit the text box. But it you want it to entirely fill the
text box, you'll need to first format the text box to have 0" internal
margins. You may also want to remove the text box's automatic border (Format
Text Box: Lines and Colors: No Line).
