text box jumps

This is such a minor problem and I can't seem to find an
answer anywhere else.

Why do my text boxes jump to the very top of the page if
I try to place them above a certain point? If I try to
move them anywhere within the top inch or so, they
automatically jump so that the top edge is at the very
edge of the page.

Is there a setting I can change somewhere?

Right-click on the edge of the textbox and select Textbox properties from
the popup menu.

Make sure you understand all the settings on the Layout and Layout Advanced
tabs. The position is determined by whether the object is positioned
relative to the anchor paragraph or to the page or column, by whether
overlap with other floating objects (if any) is permitted, and by the text
wrapping of other graphics in the vicinity. Your problem is likely to be
some combination of these settings.

In addition to the suggestion from Jezebel, it is possible that you
are encountering the bug involving graphic (or presumably text box)
vertical alignment set relative to page and Page Setup is set for
center alignment.
