when making left or right margin for the text box the scroll bar of the text
box disappear why...

This is a bug in Access: if you use the internal margins of the text box, it
looks like Microsoft's calculations for the space needed for the scrollbar
do not work properly, and the scrollbar disappears.

The Size-to-fit (Format menu in form design view) do not work properly
either when internal margins are used.
